VDOT has received traffic and revenue consulting services from C&M since 2005 to support major initiatives and bond transactions. Over the years we have been very pleased with C&M’s work quality and customer service. Their ability to address and resolve project scope changes and problems has been key to the success of many financings. Overall, C&M’s services have brought great value to VDOT in the past and I expect will continue to do so in the future.

C&M was very responsive in the development of a complex and demanding investment grade T&R study for SH 121 that was presented by C&M to several members of the financial community, including Moody’s for a credit rating, RBS and ING for bank loan commitments, and FGIC for bond insurance. C&M’s experience with the financial community, their knowledge of the NCTCOG travel demand model, and their overall modeling expertise resulted in favorable credit ratings and bank loan commitments for the SH 121 project bid.

C&M Associates was chosen in June 2015 from SCDOT’s qualification-based selection process to perform an intermediate T&R Study for the I-73 project in South Carolina. C&M completed the study on time and on budget. I have been very pleased with the quality of work and timeliness of their effort. They were very attentive and responded quickly to any of my requests.
