C&M's staff has experience providing traffic and revenue (T&R) services in 25 states and Puerto Rico, as well as Canada, Mexico, and South America.
C&M has performed more than 200 T&R studies for state-wide public clients, toll authorities, and concessionaires, many of which backed debt and/or equity investments. We’ve advised state and national governments with T&R projections and the procurement of Public-Private Partnerships (P3). Specifically, C&M has provided TxDOT, the Virginia DOT P3 Office (VAP3), FDOT, and GDOT with advice on the development of P3 projects.

C&M has interacted with banks lending to private projects, underwriters, rating agencies, monoline insurers, and FHWA's TIFIA program, assisting in the successful financing of $120 Billion in debt plus equity supported by C&M’s studies.

Carlos Contreras, MBA - President
Carlos Contreras has been involved with the transportation industry in the United States and Latin America since 1994. He has promoted transportation infrastructure projects in the United States, Mexico, and Peru, and he has lead a consortia of international players in the pursuit of transportation projects. As President of C&M since 2004, he is responsible for overall business strategy, execution, and project quality. Since the founding of the firm, Mr. Contreras has overseen contracts with toll authorities such as the North Texas Tollway Authority, Florida’s Turnpike Enterprise, the Hidalgo County Regional Mobility Authority, and the Departments of Transportation of Texas, Virginia, Georgia, South Carolina, Maryland, and Washington State, as well as leading European and Australian Toll Road Concessionaires for the development of Travel Demand Feasibility and Traffic and Revenue Studies in the United States, Canada, and Puerto Rico.
Ali Soroush, PhD - Vice President
Dr. Soroush currently oversees all East Coast operations. He has over 20 years of experience in T&R forecasting for tolled facilities, travel demand modeling, and transportation planning. He is a leading toll industry expert in T&R studies, especially for evaluating interconnected express lanes.
His primary responsibilities include building and maintaining client relations, supporting tolling strategy and other policy decision-makers, business development, and resource allocation. Also, his strong technical background in Macroscopic and Mesoscopic travel demand modeling enables him to closely oversee and advise staff on the technical aspects of projects, including T&R forecasting, travel demand modeling, designing stated preference surveys and developing toll choice functions, and general QA/QC.
As a Project Manager, he has taken on very challenging timetables to develop a series of T&R forecasts to support the financing of several P3 mega projects for Virginia and Georgia DOTs.
Jonathan Pagan, MA - Senior Director
Mr. Pagan has over 30 years of consulting and management experience in international highway, rail, and airport infrastructure consulting. He is a traffic and revenue expert specializing in investment grade studies and bond related support. He has managed transit/rail feasibility studies supporting over $20 billion in revenue bonds and other financings, has supported over $5 billion in successful TIFIA applications, and has defended forecasts for auditing by the USDOT Inspector General. He is also highly experienced in presenting findings to the financial community including rating agencies, investor road shows, agency Board of Directors, local government commissioners/supervisors, and expert testimony.
Working almost exclusively in the toll industry for the past 15 years, he is well versed at working closely with tolling operators and within teams of advisors including financing, operations, technical, environmental, operations, and legal.
Mr. Pagan’s experience also includes overseas highway appraisal, benefit-cost analysis and traffic advisory roles for P3 and private sector bids. As a transportation economist, Mr. Pagan has performed original studies, audits, and due diligence for municipal, state, and national governments, multilateral agencies, developers, and investors. Working in more than 15 countries, he is skilled in transportation economics, demand forecasting, and business/investment appraisal. He has prepared official forecasts and other airport consulting roles for airport clients in the U.S. and has a significant portfolio of rail forecasting and rail business appraisal.
Axel Herrmann, MS - Principal Transportation Planner
Mr. Herrmann has 19 years of public and private consulting engineering experience in the fields of travel demand modeling, T&R analysis of toll facilities, T&R forecast development, and transportation planning for projects in the United States, Europe, and Latin America. His role at C&M as project manager includes the supervision of modeling activities, ranging from the development and analysis of travel demand models to estimating final project T&R. He has extensive experience managing international border crossing projects, having served as Project Manager for nearly all C&M border-crossing projects. He is currently serving as PM for an investment grade T&R study of the proposed Gordie Howe International Bridge.
He is an expert in the use of several travel demand modeling software packages, the design and implementation of traffic data collection programs, traffic forecasting, statistical data analysis, and presenting findings to the financial community, including rating agencies, investor road shows, and local government commissioners/ supervisors.
Jiji V. Kottommannil, PMP - Transportation Modeling Director
Mr. Kottommannil has 22 years of experience in travel demand modeling and is a PMP-certified project manager with 12+ years of project management experience. He is proficient in T&R forecasting for existing and proposed toll roads and experienced in developing, calibrating, and applying models in Cube, TransCAD, and VISUM. He has led modeling efforts for DOTs, MPOs, and transit and toll road agencies in 20 states across the U.S. He is also skilled in developing technical documentation and presentations and experienced in business development, project management, and staff mentoring/training.
Ricardo Pezo, MS - Senior Transportation System Modeler
Mr. Pezo is an experienced international consultant in transportation engineering with a Master of Science in Systems Engineering and a specialization in Land Transportation. He has over 20 years of experience in transport and mobility planning, travel demand modeling, and data collection and analysis. He has worked extensively on urban and regional transportation projects involving toll roads, traffic and revenue forecasts, international border crossings, and various transportation systems such as transit, mass rapid transit (Heavy Rail Transit, Light Rail Transit, Bus Rapid Transit), non-motorized transport, and sustainable transport in the United States and Latin America. Mr. Pezo has extensive experience collecting data for different surveys and for transportation planning analysis. He also has expertise in utilizing specialized software for GIS and transportation network modeling and simulation. He is an advanced user of EMME, and he has given training courses in different countries as a PTV Certified Trainer.
Mitra Navarro, MBA, PMP - Business Director
Ms. Navarro has 14 years of management experience in the fields of marketing, operations, and business development, which includes creating and revising systems and procedures by analyzing operating and human resources practices, recordkeeping systems, forms control, office layout, personnel requirements, and implementing changes as needed. Ms. Navarro also has experience in developing business relations with prospective clients and subconsultants, and in producing professional maps in ArcGIS.
